UP POLLUTION CONTROL BOARD V/S MOHAN MEAKINS LTD AIR 2000 SC 1456== Complaint-issue of process-have magistrate need not pass detailed order . The legislature has stressed the need to record reasons in certain situations such as dismissal of complaint without issuing processes there is no such a legal requirement imposed on the magistrate for passing order while issuing summons. The process issued to accused cannot be quashed merely on the ground that the magistrate had not passed a speaking order .
